Those affected primarily will be anyone aged between 17 and 23. In summary a stepped licence system is to be introduced whereby unless your are aged 24 and above you will have to ride a restricted bike for two years and take further training and/or test before you can ride an unlimited machine. The current age for Direct Access eligibility (no restriction immediately) is to be raised from 21 to 24. As we get further details we’ll let you know! The full details are not yet clear.
